Needs Assessment and Strategic Plan

In late 1999, ILJ began a study for the City of Tucson and Tucson Police Department to help them (1) gain a more precise understanding of the needs and expectations of both citizens and police department members, and (2) develop a strategic plan that meets those needs and expectations.

The work in Tucson includes four main components. First, ILJ is conducting interviews, analyzing data, and facilitating focus groups to more clearly define citizens' and department members needs and expectations for police and other municipal services. Over 45 separate focus groups are being conducted with department members representing all ranks and functions and with a broad cross-section of the community. Second, ILJ is using a written survey of police department members to aid in measuring internal needs. Third, ILJ will document the results of these efforts in a comprehensive report. Finally, ILJ will work with the police department to create and implement a strategic plan covering all aspects of its operation and future growth for at least the next five years.
