Memorandum with Montgomery County PD

ILJ assisted the Montgomery County Police Department in fulfilling its Memorandum of Agreement (MOA) with the USDOJ's Civil Rights Division, in terms of maintaining non-discriminatory police practices. To highlight trends and differences in subgroups of officers, ILJ collected samples and providing analyses of traffic stops reports, civil suits for discriminatory practices, employee conduct investigations based on discriminatory practices (and disciplinary / corrective actions taken in these cases), commendations and compliments, and court information about cases dismissed. ILJ also assessed department training related to cultural diversity, integrity and ethics, traffic stops and actions in connection with stops, 4th Amendment practices, use of force, and more. Compliance reports on the department's progress were delivered quarterly.
