Analysis of the Austin Police Department’s Civilian Stop Data

Pursuant to the Austin Police Department’s Special Order #2001-40 (B116 Racial Profiling), police officers are required to use field observation (FO) cards to document any time they legally stop (detain) an individual when there would be no other record (e.g., arrest, citation, incident report) of the contact besides CAD data.  These officer-initiated contacts are recorded for two reasons: (1) to augment intelligence gathering efforts of the police department; and (2) as a monitoring procedure to ensure members of the police department are not engaging in racial profiling practices.  The Austin Police Department believes that a database that collects information from all officer-initiated stops (i.e., field observations, warnings, traffic citations, and juvenile stops) provides the statistical proof needed to establish trust throughout the community, and for example, shows that its officers do not engage in racial profiling.  ILJ is conducting regular (quarterly) analysis of the Austin Police Department civilian stop data, which it produces in a quarterly report format.  The first of these quarterly reports was for the final quarter of 2001 and regular production of these reports by ILJ is ongoing.
