Four Phase Model
ILJ/GT has expanded the three-phase model described in NIJs solicitation to include a procurement phase. The experience of ILJ/GT is that the procurement of information technology is one of the most important keys to successful implementation. If the procurement is not handled correctly, the technology is almost certain to fail. The expansion results in the following phases for this project:.

- Implementation Phase
- Impact Assessment Phase
