Stacy Osnick Milligan

Stacy Osnick Milligan works primarily on the National Evaluation of the Legal Assistance for Victims Program funded through the National Institute of Justice and the COPS Methamphetamine Initiative Evaluation. During her time at ILJ, Ms. Milligan has participated in a number of other projects relating specifically to law enforcement, including police department strategic planning and evaluating community policing efforts. She also has considerable experience in both quantitative and qualitative research methods. Ms. Milligan earned B.A. degrees in both Administration of Justice and Sociology from the Pennsylvania State University and an M.A. in Criminology from the University of Delaware. ()
