This recent study examined critical elements in the successful transformation of a traditional style police department to one that is community policing oriented. The project resulted in a better understanding of the issues involved in organizational transformation for police. In addition to a national survey and a leadership symposium, four sites (San Diego, Portland, St. Petersburg, and Tempe) that have established themselves as leaders in community policing were examined through detailed case studies, including interviews and focus group meetings. Study results have helped identify "best practices" for communities and local governments regarding community policing.
