Fiscal Impact Assessment of Determinate Sentencing Legislation

ILJ staff provided technical assistance to the Connecticut Department of Correction for assessing the impact of determinate sentencing legislation. The report from this project included both an in-depth policy analysis of the legislation and a cost analysis. The policy analysis assessed the impact on the correctional system of the bill's provisions for fixed sentences, persistent felony offenders, and good time. An engineered cost model was developed to demonstrate the cost of expanding correctional capacity in accordance with five alternatives available to the Department. On the basis of the two analyses, ILJ estimated the individual and cumulative cost of the various provisions of the bill, given anticipated increases in the prison population.
