ILJ staff, as a subcontractor to Enforth Corporation, undertook to identify factors contributing to delay in arraigning defendants after arrest in four boroughs in New York City. ILJ observed police and prosecutor case-processing and court arraignment procedures and reviewed written policies and laws regulating these procedures. Extensive data collection was made of case processing quantities and times. ILJ prepared an analysis of the costs associated with each step in the arraignment process.
