Sedgwick County, Kansas, Jail Analysis

Under subcontract, ILJ forecast jail populations to the year 2010 for Sedgwick County, Kansas. After operating several years under court order, Sedgwick County opened a new facility in 1990. Due to some unanticipated increases in population, the jail approached absolute capacity in 1992. Under the leadership of the Sheriff's Department and other county officials, significant steps were taken to control jail population during the 1980s. These are being extended into the 1990s. ILJ forecast the future populations under assumptions of no change, extended pretrial options, and other sentence modifications. All changes were analyzed within policy and operational requirements.
