Guide on Programming for Mentally Retarded and Learning Disabled Inmates

ILJ staff received a grant from the National Institute of Corrections to develop a guide for correctional administrators on programming for mentally retarded and learning disabled inmates. The overall goal of Programming for Mentally Retarded and Learning Disabled Inmates: A Guide for Correctional Administrators (NIC, 1989) was to provide a practical resource to those who are charged with the responsibility of meeting the special educational needs of handicapped adult offenders. The Guide provides an overview of the prevalence of handicapping conditions in corrections and a summary of the major literature and research on the educational program needs of the handicapped offender. It discusses legal issues related to special education and their implications for adult corrections. It proposes model policies and procedures for implementing a correctional special education program. The Guide also reviews relevant sets of standards, which are focused on the programming needs of the mentally retarded and learning disabled incarcerated populations. The Guide includes an annotated bibliography, a list of resources, a general bibliography, and a glossary.
