Policing in Emerging Democracies

To preserve new democracies, the people of a country without a democratic tradition must establish faith in the fairness, effectiveness, and independence of the police. Conference participants shared information on impact of corruption; development of whole justice systems; conflicting interests of U.S. law enforcement, intelligence, and diplomatic agencies; and role of international organizations. Attendees shared experiences in assisting police departments and discussed various approaches to advising or reforming police departments coming from totalitarian or anarchic political systems.
