Needs Assessment and Strategic Plan

ILJ conducted a study for the City of Tucson and Tucson Police Department to help them (1) gain a more precise understanding of the needs and expectations of both citizens and police department members, and (2) develop a strategic plan that meets those needs and expectations.

The work in Tucson included four main components. First, ILJ conducted interviews, analyzed data, and facilitated focus groups to more clearly define citizens' and department members needs and expectations for police and other municipal services. Over 45 separate focus groups were conducted with department members representing all ranks and functions and with a broad cross-section of the community. Second, ILJ used a written survey of police department members to aid in measuring internal needs. Third, ILJ documented the results of these efforts in a comprehensive report. Finally, ILJ worked with the police department to create and implement a strategic plan covering all aspects of its operation and future growth for at least the next five years.
