Enabling

Often the major consequence of new technology is that we can do something we could not do before (enabling). It is hard to measure either efficiency or effectiveness because the task was not getting done at all prior to the technology.

EXERCISE: List some areas in policing where you might be able to accomplish something if the right IT was available.
